Purpose and Reason:

Annual changes to the COLA and FPL amounts for FY 2023. Other changes reflect amending the Non-Discrimination language to align with Federal policy in § 1.1.3; amending Special Household Definition in § 1.2.2 to better align with Federal policy; striking of language in calculating SNAP allotments § 1.15 (D)(4)(a)((1)) as the misinterpretation of the language for determining eligibility for Broad Based Expanded Categorically Eligible Households was being incorrectly applied, resulting in household denials; striking language under § 1.16 in the conversion of EBT SNAP benefits as this procedure is obsolete due to automation among States; inclusion of technical adjustments for spelling and grammar throughout regulation.
